The quickest way to get your first Nightmare Sigils is by completing Whispers of the Dead bounties, as the Grand Caches they provide have a high chance of dropping Sigils.
You can unlock Whispers of the Dead bounties by finishing its respective Priority Quest after completing the campaign, granting you access to the Tree of Whispers.
After obtaining your first few Sigils from the Tree of Whispers, the best way to farm more Nightmare Sigils is through Nightmare Dungeons. Monsters in Nightmare Dungeons have a moderate chance of dropping Sigils of equal or higher tiers, so take down as many as you can while completing Dungeon objectives.
You can also get Nightmare Sigils of varying tiers by crafting at the Occultist. You would need to use Sigil Powders and Gold to craft Nightmare Sigils.
Aside from crafting sigils, you can also salvage them at the nearest Occultist to get Sigil Powder, which can then be used to craft other sigils. It's best to salvage a sigil with an affix that won't favor your current goal or build.
