You can start Mount: Donan's Favor only in Act 4 of the main campaign. During the quest, you speak to Stable Master Oskar at the Kyovashad Stables in order to receive a horse.
Complete A Master's Touch Quest First
To unlock the Mount: Donan's Favor quest, you first need to complete the main quest A Master's Touch. It is the second campaign quest of Act 4 and is fairly easy, as all you need to do is talk to Doran in the Cathedral of Light.
A Master's Touch Quest Walkthrough and Rewards
Not Possible to Immediately Proceed to Act 4
Unfortunately, despite the open world nature of the game, it's not possible to immediately proceed to Act 4 and complete the Donan's Favor Quest, as only Acts 1-3 are available immediately after reaching Kyovashad.
You have to complete Acts 1, 2, and 3 before you unlock Act 4. You don't unlock Act 4 just by completing Act 3 alone.

Mount: Donan's Favor Rewards
Access to Mounts and a Free Mount
After completing the Mount quest, you'll unlock access to mounts and the ability to traverse on horses. You get your first horse for free upon completing the quest. If you want to get different mounts later on, you'll have to purchase them using Gold.
