The Windswept Hills is the largest region with three Black Marketeers, one of which is in the Abandoned Mineshaft. Unlike the other ones, this Black Marketeer is guaranteed to spawn every time.

The Eastern Wild Island Black Marketeer is another guaranteed spawn and is often the target of the Gold Farming Exploit because you can build a Palbox nearby to have them respawn quickly.

The Black Marketeer in this location can be tricky to find. Follow the waterfall that flows into the tight space below and continue south to access this Black Marketeer. A small opening can also be accessed from the shore to the west to reach this merchant.

Both of these Black Marketeers are guaranteed spawn. One is found outside Dunshelter, while the other is located in the Secret Mineshaft below the large rock formations east of the settlement.

The Black Marketeer is one of the best sources to obtain Pals (like Warsect and Petallia that are rare to find or are often in remote and restricted habitats such as Wildlife Sanctuaries. This is also convenient since you do not have to go out, fight, and catch them yourself, or breed for them.
The Pals listed in the table above are confirmed to have appeared at the Black Marketeer by and have been judged to be rare and common contraband based on their rarity in the world, price, and status of being an Alpha Pal. The price at which you can purchase Pals from the Pal Merchant depends on each Pal's hidden Price stat. This is the Pal's base price and is then scaled up depending on the Pal's level.
The price multiplier ranges from x1.65 at level 1 to x9 at level 50. For example, if a merchant were to sell a level 12 Univolt with a Base Price of 4,280, they would sell it for 14,124 Gold Coins because of the x3.3 price multiplier due to its level.
Pal Buy and Sell Values Explained
While there is a fixed pool of Pals the Black Marketeer can stock, which of these will be in stock on any given day is random.
Prices for the Pals at the Black Marketeer vary between their rarity and level. Hard-to-find Pals are more likely to cost more (like Relaxaurus priced at over 20,000) compared to common Pals like Daedream.
Black Marketeers sell a wider variety of Pals compared to Pal Merchants, even selling Pals that are usually only caught within Wildlife Sanctuaries.
If you have a surplus of Gold, you can purchase Pals from Black Marketeers early on for Pals with great Passive Skills!
All Wildlife Sanctuary Pals and Locations
Like Pal Merchants, you can sell your own Pals to Black Marketeers to earn money. It is perhaps one of most convenient ways of actually farming Gold Coins in the game.
Do note that your selling price for your own Pals will depend also on rarity and level. It has been observed that Active Skills and Passive Skills (including the Lucky status) have none or yet to have any effect on the price at all.
Given those factors, it is best to only sell Pals you do not need for your both your active party and base assignments.
How to Farm Gold Coins and What to Spend On
Catching or Defeating the Black Marketeer causes it to drop Gold Keys which are used to open locked chests for rare and valuable loot
The Black Marketeer is one of the most reliable ways to farm Gold Keys, as it is a guaranteed drop. Just bring high level Pals and Equipment, since defeating the Black Marketeer can be quite the challenge!

Do note that some Black Marketeers will not appear on world load. Repeat the step of reloading the world again if this happens.
It has been observed that the quickest way to change Black Marketeer Pal stocks is to return to Title Menu and re-enter your game world. The game will save your progress and location but you will notice the Pal stocks have changed.
A possible cause for this is that the Black Marketeer may always have its own stock regenerated on every world load instead of being saved on exit.
It may be a different case in Multiplayer where the world is constantly maintained by the host, and in cases if there is one or more players within the vicinity of the Black Marketeer to prevent it from despawning.
This has been tested on using the Desolate Church Great Eagle Statue coming from the Abandoned Mineshaft Black Marketeer.
It has been observed that Fast Travel will cause Black Marketeers to change their stocks. This covers both Fast Travel with Great Eagle Statues and using your Pal Box.
If you wish, you can strategically put down a base near a Black Marketeer's location for easier access.

Another way to reset the Black Marketeer's Pal stocks is to head to sleep which you can do near sundown or during the night.
This may be preferable to players who have caught a Black Marketeer and have one assigned to a base.
