Although Jetragon is the fastest mount in the game, it is a Legendary Pal that may take some time and effort to get.
Nitewing and Vanwyrm are some of the easiest flying mounts to get early on. They're not very fast, but they can help you travel to faraway and hard-to-reach places. Beakon, Ragnahawk, and Frostallion are great flying mount upgrades to these early game mounts while you still don't have access to Jetragon.

Pals in A Tier are often the best to use in the later part of the game but are usually outclassed by Pals in the SS and S Tier. | |
B Tier Pals are upgrades to the C Tier Pals but will fall off when it comes to end game purposes. | |
C Tier Pals are great for early game, but are severely overclassed copared to the ones in higher tiers. | |
D Tier Pals are very slow and are generally not recommended as a fast mount. They usually have great extra effects to their Parner Skills to compensate. |

If you have these Pals taken out while fighting, defeating certain types of Pals will increase the amount of item drops you can obtain.
Faleris increases the item drops from Ice Element Pals; Elphidran increases the amount of drops from Dark Pals, while Elphidran Aqua increases the item drop rate of defeated Fire Pals.

When mounted, these Pals will increase the damage dealt for a certain attack type. Make sure to equip these Pals with Active Skills matching the element that they boost. You can also use Skill Fruits to make them learn moves they normally can't.
They can also increase the Player's elemental attacks while mounted. For example, if you have a Fire Crossbow, riding on Suzaku will increase the damage you deal with that weapon as well.

In order to ride a specific Pal, you need to craft their specific Pal Gear at a Pal Gear Workbench. Both of these can be unlocked in the Technology Tab of the Menu.
Note that each Pal Gear has its own recipe so make sure you get the materials needed beforehand to craft the Pal Gear you need for your Mount.
Best Technology to Unlock First
To ride a flying mount Pal, craft the required gear for the Pal and summon them from your party and then press the Ride button to hop on.
Note that Flying Pals consume their own stamina while flying, and you can only fly quickly for a limited time before you fall and regenerate stamina. Luckily, you and your mount will take no damage as you won't crash to the ground unlike when jumping from a high place, so you or your Pal won't take any damage at all or even go down straight to deep water as you'll only hover above the surface.
