Rukkhadevata was Sumeru's previous Dendro Archon or more aptly, she was the previous identity of the current Dendro Archon, Nahida.
As described in the Archon Quest Chapter 3: Act 5, Akasha Pulses, the Kalpa Flame Rises, Nahida is the purest branch of the Irminsul Tree, to which Rukkhadevata is the avatar, therefore, both share the same identity.
She is also referred to as the God of the Woods by Viridescent as seen in the Viridescent Venerer's description.

Legend has it that when the Viridescent Venerer walked barefoot on the fields, the grass beneath her feet would tell her what the birds in the trees could see, and the mud she trod on would tell her what the roots in the earth could hear. But it is said that ever since disaster struck, the grass and trees never spoke again. For the God of the Woods had died in the disaster. Since then, she relied on this device for direction when hunting. At the request of a boy she encountered, she ceased hunting birds and beasts. Instead, she made the monsters that brought destruction and suffering her prey. |
In the Archon Quest Chapter 3: Act 3, it was shown that Greater Lord Rukkhadevata was the first one to mitigate the spread of Forbidden Knowledge when the Scarlet King, King Deshret brought it to the world.
As for how he did it, it wasn't mentioned, except that Forbidden Knowledge was said to originate from the deepest depths of The Abyss.
In the process of saving the world from the Forbidden Knowledge, Greater Lord Rukkhadevata also established Aaru Village and infused its temples with divine power to protect its residents from the Forbidden Knowledge's terrible effects.
The Scarlet King sacrificed himself while Greater Lord Rukkhadevata used a great deal of her power to stop spread of the Forbidden Knowledge.
This has taken a huge toll to Rukkhadevata's body, thereby reducing her physique into that of a child's.
Chapter 3: Act 3 Archon Quest Guide
From the Chapter 3: Act 5 Archon Quest, Akasha Pulses, the Kalpa Flame Rises, Rukkhadevata explained how all the seven Archons were summoned to the Nation of Khaenri'ah because of an impending doom, except her.
Greater Lord Rukkhadevata was to stay to tend to the Irminsul Tree, which by then had already been corrupted by the Forbidden Knowledge.
Being its avatar, Rukkhadevata directly felt its corruption, to which she responded by snapping off the purest branch of the Irminsul Tree to create Lesser Lord Kusanali, or Nahida.
During their exchange, Rukkhadevata explained to Nahida that Forbidden Knowledge is an incomprehensible truth that doesn't belong to this world.
Its existence is a bane that causes plenty of bad phenomena, such as the Withering and Eleazar. Rukkhadevata also mentioned that even she can't understand it, proving how it doesn't belong to anywhere in Teyvat.
The original purpose of the Akasha System is not exactly how the present citizens of Sumeru use it for. Rukkhdevata created the Akasha System to borrow dreams from the citizens of Sumeru to fend off the Forbidden Knowledge.
Nevertheless, the Akasha System is still one considered as one of the most important legacies left by the Greater Lord Rukkhdevata.
