It has been a while since a new and reliable Pyro DPS has been released in the game, and pulling for Lyney might be a breath of fresh air for many players in search of one.
His DMG scaling is quite decent and his mechanics are pretty easy to understand, and he will be able to dish out a summative amount of DMG once you get the hang of him.
So long as you don't mind sacrificing some HP and the lack of elemental reactions for maximum DMG boost, then Lyney is worth the pull. You may also want to practice your steady hand when using Lyney as he relies heavily on Charged Attacks.

Lyney's entire kit revolves around his Pneuma-aligned Charged Attacks. When using his Charged Attack, different effects will occur depending on the time Lyney spent charging his arrow.
If held for longer, he will fire off a Prop Arrow that will deal Pyro on hit. The Prop Arrow will also summon a Grin-Malkin Hat. Doing so consumes a portion of Lyney's HP and grants 1 Prop Surplus stack.
The Grin-Malkin Hat is Lyney's iconic cat-in-the-hat companion who can taunt enemies, and deal Pyro damage when it exists the field. Once it's destroyed or its duration expires, it will unleash a Pyrotechnic Strike, dealing AoE Pyro DMG.
The Grin-Malkin Hat can exist even when Lyney is not on the field. Therefore, it can be used for off-field Pyro support should you have other tactics in mind!
