Starscourge Radahn can be found through a portal at Redmane Castle in Caelid. The nearest Site of Grace is the Chamber Outside the Plaza, but there is a Stake of Marika near the Boss Area portal.
Tips for Beating Starscourge Radahn |

Make sure you have at least Medium Load for easier dodging since Starscourge Radahn's attacks are extremely fast |
Summon all the NPCs to tank and distract Starscourge Radahn |
Don't hesitate to disengage using Torrent |
In Phase 2, it's better to just ride around using Torrent and continuously summon NPCs instead of fighting head-on |
Use weapons that can cause Hemorrhage since Starscourge Radahn's extremely weak to this debuff |

Don't fight him until you're able to re-summon your NPCs |
Due to the sheer number of NPCs you can summon, a ranged strategy for this fight will be very strong. Your army can fight Radahn while you can stay back to launch your spells or arrows at him. This strategy will remain the same even in Phase 2.
Your summoned allies will inevitably die from Radahn's attacks, making you his only target. It'll be difficult to fight him 1-on-1 with a ranged build so if you don't have decent melee weapons to fall back on, just ride around the boss arena on Torrent. Keep avoiding Radahn until you're able to re-summon your allies.

Patience will be important with a melee strategy since Radahn can very easily rush and one-shot you. Don't get tempted into attacking him if he's targeting you, instead wait until his aggro is directed towards your Summons. That'll give you the chance to reposition accordingly.
Attacking Radahn's front will spell certain death due to the myriad of moves he can use and the speed of each of them. It'll be hard to react in time to avoid these hits.
Attacking him from behind will allow you to get free hits off while he's busy fighting your summoned NPCs, and you'll have an easier time telegraphing his attacks and evading them.
Blade Attack Variations |

Blade Slam: Radahn will leap at you then slam his blades to the ground. This is similar to the leaping attack of other bosses in the game so you can employ the same method of dodging right before he lands. |
Twin Blade Combo: Radahn will launch a combo with his blades that will have him spinning around while slashing at you. You can block these with a shield if you have a high enough stamina but otherwise it's safest to just dodge away from these attacks or ride away using Torrent. |
Encircling Attack: Radahn will run a circle around you before swiping at you with his sword. You can dodge through the swipe if you time it right. |
Charged Slam: Radahn will imbue his swords with magic before slamming them to the ground and creating an AoE blast. Get some distance as soon as his swords are glowing with what looks like electricity to avoid this blast. |
Ranged Attack Variations |

Magic Arrow: At the start of the fight, Radahn will always launch magic arrows at you. These should be easy to anticipate and dodge, with the general rule of thumb being to press dodge once he launches an arrow. |
Radahn's Spears: As you get closer to Radahn, he'll start launching his spears at you that come in multitudes and can track you. He'll first fire a wave upwards, then directly at you. The only way to evade these easily is by getting on Torrent and riding away from them. |

Radahn's Comet: Radahn's second phase will always start with him launching himself at you in a comet. Use Torrent to get away from this attack. |
Gravity Attack Variations |
---|
Gravity Orbs: These are fast-moving orbs that Radahn casts at you. It'll be difficult to evade these even with Torrent due to their speed. If possible, try to use the invulnerability frames given while mounting Torrent. |
Gravity Meteors: Radahn will cast meteors that will float around him momentarily before he launches them at a target. If you're lucky, Radahn will launch these at your NPC Summons instead of you. If not, riding to the side with Torrent should be enough to avoid these. |
Gravity Pull: Radahn launches a huge surge of gravity that pulls anyone in range closer to him. You can avoid this by dodging as he launches the surge but it will be difficult. |
Gravity Wave: Radahn leaps in the air then slams his blades to the ground, creating a wave of gravity. It'll be difficult to create enough distance to avoid this, so dodge into the wave as it gets nearer to you. |
