You can find Skippy beside a dead body along an alley in Vista Del Rey (indicated by a Side Job marker found between the College St. and Shooting Range Fast Travel spots). Jump over the gates to the other side and you can simply pick up Skippy from the corpse. Upon picking it up, the gun's AI will start talking to V. Curious, V asks questions regarding Skippy's origin.
Before your conversation ends, Skippy will ask what shooting mode you prefer: Stone Cold Killer or Puppy-Loving Pacifist. The first option makes Skippy a literal headhunter, homing its bullets to your target's head while the latter neutralizes enemies by guiding the bullets for their arms or legs.
After approximately fifty kills, Skippy will change to the mode you did not choose, and will never change back.
For this reason, the best choice is Puppy-Loving Pacifist, as this will cause Skippy to change into the more powerful Stone Cold Killer mode for the long haul. This weapon is incredibly powerful as you level up, as it scales along with your levels, so it won't become obsolete, unlike early game weapons. Having such a powerful weapon also be able to instakill targets makes it one of the best weapons in the game, so be sure to choose the right option upon receiving it, as there is no way to change after you have made the choice.
All Missables and Unrepeatable Events
After killing over 50 people using Skippy and 3 in-game days, Skippy will talk to V again saying he already located his real owner, Regina Jones. He will then ask you to bring him back to Regina, triggering the Machine Gun Side Job.
