Complete the Man-in-Stone Quest in Chapter 2
To unlock the Azure Dust transformation, you need to complete a questline revolving around the Man-in-Stone, whom you will meet during Chapter 2.
This quest will require you to find and defeat the Mother of Stones and the Man-in-Stone himself.
