Captain Wise-Voice will be waiting for you inside the cave after you cross the steep rock bridge formation from the Mani Wheel Shrine.
Before facing Captain Wise-Voice, you'll want to head back down and kill nine Lantern Wardens, or at least until you get the Auspicious Lantern Curio. Once you kill Captain Wise-Voice, the Wardens will no longer spawn, and you won't be able to get the drop until New Game+.

Avoid using the Pillar Stance in this battle, as its attacks are slow, and Captain Wise-Voice’s attacks aren’t ground-based.
Instead, use the Thrust Stance. This Staff Stance allows you to reach the boss's feet from a distance, giving you a better chance to avoid its attacks while still dealing damage.
How to Respec Abilities and Spells
The main challenge with Captain Wise-Voice is the camera movement, as the boss is so large it extends beyond the screen.
This causes the camera to rotate wildly during attacks. Locking on to the boss is crucial to ensure your attacks hit, even if the camera goes out of control.
To defeat Captain Wise-Voice, focus on attacking its feet to stagger it. Once the boss is down, you can freely attack until it recovers.
When the boss is down, aim for its yellow core, its main weakness.
For additional attack time, use Immobilize just as it's about to rise, allowing you to continue targeting the core.
Once Captain Wise-Voice's HP drops to 50%, it gains new attacks, including long-range thunder spells.
These can be avoided by precise dodging.
At 50% HP, Captain Wise-Voice enters its second phase and launches an ultimate thunder attack.
Do not attempt to attack during this time, as the attack is highly lethal. Instead, study the pattern and dodge the multiple lightning strikes.
