The most convenient way to acquire Power Favor Tokens is via pickpocketing the many NPCs that roam the streets in game.

Use Eagle Vision to pick out the civilians with gold pouches. These pouches will most likely have more chances of containing expensive trade goods and Favor Tokens.

Make sure to also enable Guaranteed Pickpocket in the Gameplay Settings menu to skip the pickpocket quick-time event.

Pickpocket Between the Cartographer and Basra Gate
