The sword and dagger should always be together since the sword's perk, Burning Blade, requires an enemy that's currently on fire for it to activate, and the dagger compensates this requirement with its perk, In Flames, that sets enemies on fire upon a successful parry.
Having both weapons are great when dealing with multiple enemies to help chip away their health during combat. However, they don't synergize well with the set's outfit, as it's more useful for a stealthier approach.
