Cyberpunk 2077: Phantom Liberty has no dedicated third person view. You will only ever be able to see V in third person view if they are riding a motorcycle. When riding a car, players can also partially see V in third person view.
Note: To switch to a third person view while driving vehicles, press the Right D-Pad on PS5 and Xbox. This allows you to cycle between 4 different views (3 of which are some form of third person view).
During the REDstream for Update 2.0, the devs commented on the new perks shipping with the overhaul of the base game. Specifically, they mention the perk Ninjutsu that allows you to sprint while crouching at level 3.
Rightly so, one of the developers commented that the perk would look janky in third person view, admitting that this was one of the many reasons why the game is played in first person and not third person view.
